Good question What kind of dumping valves? Do you mean steam dumping valves which should be opened then steam pressure from ehhaust part of boiler rise up above specified value and steam excess must be directed to dump cooler?

Not really, it is related to cargo hold, or top wing tank, it is question in my TAGS book

Although I used to work at containerships, once I've been at bulkcarrier. But I never heard about such valves . Is it also unclear, whenever this valve for cargo hold (?- never heard about valves at bulk cargo holds) or top wing ballast tank? Please specify, how does your question precisely sounds?

I asked old man , he didn't know. May be it's related to Oil/bulk carriers? Any thoughts.

Sounds like vent valve, IMHO. Supposed to be at OBOs only... Not sure myself.
